The path to the Cleansing Chamber Anteroom Site of Grace involves navigating through the roofs of Enir-Ilim. From the Spiral Rise, head up the spiraling stairs to an open window, jump out onto the roof, and take a right. Continue across the roofs, avoiding Gravebirds, and jump to a balcony on the far side.
